Abstract / Description

Civil servants' motivation is central to public-service performance, particularly in geographically dispersed local governments. This study identifies intrinsic motivational mechanisms and organizational conditions relevant to public-service delivery at the Regional Personnel and Human Resources Development Agency (BKPSDM) of Central Maluku, Indonesia. A qualitative documentary case study combined with an integrative evidence synthesis was employed. A final evidence set of 21 sources was organized into four source groups, guided by a documented search logic and eligibility protocol. Deductive and inductive coding were applied, and driver clusters were retained through three independent evidence-stream criteria: broader evidence (A), Indonesian public-sector empirical evidence (B), and direct Central Maluku/BKPSDM relevance (C). The findings show that recurrent intrinsic mechanisms include recognition and achievement, responsibility and autonomy, professional growth and competence, and public-service meaning. Organizational conditions include supervisory and organizational support, goal and administrative clarity, career development and non-financial recognition, workable administrative systems, manageable job demands, supportive working conditions, and service-user feedback. These findings suggest that motivation should be managed through a complementary architecture that links meaningful work and psychological need satisfaction with organizational resources and constraints. The documentary design provides a context-grounded framework for field testing but does not estimate employee-level causal effects.
