Abstract / Description
Agricultural transformation in developing agrarian economies depends not only on technological progress and increased productive capacity, but also on the capacity to deploy technological gains at economically viable scale and connect them with downstream value-adding activities. This study examines the role of functional scale in linking agricultural technological development with localized value-creation potential and broader structural transformation in Bihar, India. It develops a state-level analytical framework in which agricultural technology contributes to productive capacity and marketable output, while organizational and institutional arrangements influence the capacity to translate dispersed production into aggregation, processing, agrifood services, and wider economic transformation. Drawing on official state-level economic and agricultural statistics, the study finds that Bihar has a substantial and increasingly intensified agricultural production base. Cropping intensity increased from 147% in 2023–24 to 152% in 2024–25, while cereal production rose from 227.17 to 243.91 lakh tonnes. Indicators of functional-scale capacity also expanded: registered Farmer Producer Organizations increased from 221 in 2021 to 580 in 2024, and cumulative Custom Hiring Centres increased from 397 by 2019–20 to 832 by 2025. Downstream capacity is evidenced by 353 operational food-processing units and 12 operational ethanol units by September 2024. These observations demonstrate productive, institutional, and downstream capacity, but do not establish the proportion of agricultural value retained within Bihar. Localized value creation is therefore interpreted as an empirically supported potential and transformation pathway rather than a directly measured outcome. The study concludes that small ownership need not imply small-scale economic organization and that functional-scale institutions can provide an inclusive pathway for technology-enabled structural transformation.
